  J P Systems provides professional services for a large Federal Health Information Exchange.  Be part of a team influencing the future of clinical data management by helping us to analyze and improve the network performance of a large Federal Health Information Exchange (HIE).

The Network Data Analyst monitors the daily performance of a very large Federal enterprise messaging network and identify key performance issues. The goal of this monitoring is to report our recommendations to improve the throughput of the network software to better meet user needs.


They will define requirements for network system reporting, to enable it to better meet identified business needs. They will document and track performance issues including specifically patient matching issues resulting from user queries. To remedy issues, they will work to identify and establish policies and procedures, based on performance metrics alerts generated, focusing on the actions to be taken to improve throughput and reducing errors. They will work with internal and external partners on root cause analysis when system/network anomalies are identified by stakeholders or VHIE team members.


Perform periodic quality control on the system performance data. Conduct periodic Q/A checks on the Oracle Health data available and perform analytical comparisons with other applications such as ehX Hub.
Provide recommendations and work with internal and external partners based on root cause analysis at the partner level when system/network anomalies are identified by stakeholders or VHIE team members.
 
They will work with EHRM-IO, DoD and partners to establish interoperability performance metrics that can be measured by services. The network transmits various message packets with payloads which conform to healthcare data standards such as HL7's C-CDA and FHIR. Network Analyst will engage with VHA stakeholders, EHRM IO, Cerner, VDIF, DOD, OI&T system managers and COTS vendors. They will perform daily monitoring activities resulting in the assessment of business needs (for data transmission).
 

Responsibilities of the Network Data Analyst Mid:


  • Must be able to support network performance analysis by pulling data from various sources and create understandable visualizations to report the operational findings.

  • Must be able to monitor, analyze, and report on performance trends as well as track system degradations. A root cause analysis will then be provided to the client along with suggestions for improvement.

  • Conduct performance metrics analysis of internal and external partner electronic message traffic from a very large Health Information Exchange. The data is related to the actual functioning (speed, volume, and errors) for the exchange of documents contained in the message payloads.


  • Work with client stakeholders and client system managers (VA OI&T, VDIF, DoD, Oracle Health, and EHRM IO), to engage in daily, weekly and monthly monitoring activities that will result in network routing efficiency improvements. Engage with Oracle Health vendors to gauge and improve throughput.

  • Make assessments of system dashboards and identify key performance issues to be utilized for system and software improvements as well as for acknowledgement of successes and identify trends for performance improvements to the client.

  • Work to specify recommendations for the development of business requirements for data transmission for the VHIE program office.

  • Use network tools to run reports and develop recommendation for actions to be taken based on performance metrics to improve the network functionality.

  • Monitor and report on Key Network Performance Indicators (KPIs). Produce a Network Performance score card.

  • Establish a process to log, communicate, and present performance and quality issues with partners and to negotiate solutions to alleviate identified issues. Must be comfortable presenting to an audience.

  • Create reports or “scorecards” for interoperability, (the ability to exchange usable clinical data), with partners and services involved in the location and retrieval of patient clinical data.

  • Improve new “dashboards” showing overall system performance.

  • Should have strong presentation, data analysis skills, messaging background and interest in learning interoperability.

Project Requirements:  


  • Support a major client's Health Information Exchange by collecting, identifying and reporting on performance data.

  • Ability to provide useful reports on trends in message traffic, identify bottlenecks in the transmission of data, provide recommendations for their correction and suggest improvements to improve the functioning of the Health Information Exchange message traffic.

  • Engage with business and partner teams to help define the type of performance metrics that can measure interoperability traffic and issues.

  • Develop policies and procedures for actions to be taken based on performance metric alerts generated.

  • Refine a “scorecard” for measuring each partner's performance and refine a “dashboard” showing overall system performance. The performance metrics are expected to be developed both incrementally and iteratively.

  • Deliver updated metrics, policies, and procedures monthly. 

Skills and Qualifications:  


  • 2 - 5 years' experience required for this role.

  • Working understanding of development cycles and user acceptance testing.

  • Working knowledge of interoperability industry standards (HL7, Sequoia, CareQuality).

  • Experience leveraging system monitoring tools, (Excel, Access, Power BI, InterSystems DeepSee, Splunk).

  • Experience in stakeholder communications between Business and IT.

  • Experience in Requirement specification for Development, UAT processes, and reporting issues to customer support.

  • Experience using industry standard DEV / UAT testing tools for messaging.

 

Educational Requirements: 

A master’s degree or bachelor’s plus 2 years relevant experience, or associate’s + 4 years relevant experience required in Statistical Analysis, Data Analysis, Data Management, Information Technologies, Engineering, Computer Science, Information Management or another technical field.

 

Educational Equivalents:

A bachelor's degree plus 2 years' experience may be used as an equivalent to a master's degree or an associate plus 4 years' experience may be used as an equivalent to a master's degree.
